On all programs, the title bar does not appear.  This includes the system
settings, Dolphin, Help, Libre Office, and Firefox.  I suspect a virus, but it
could have been me messing around in the system settings, although nothing
seems off, however.  Open GL is not enabled, and when I have tried to enable
it, between 17 and 19 desktop effects do not load.  Diagnostics shows nothing. 
Also no new programs can be installed.

Reproducible: Always

Steps to Reproduce:
1.reboot
2. open something
3. attempt to close it via title bar
4. note that there is not one.
Actual Results:  
no title bar.

Expected Results:  
The software should have reset and been fine.

It happens every time I reboot.  Nothing responds the way it is supposed to.
