Do you mean that just moving the mouse causes artifacts at the position where
the mouse cursor is moved? If yes, this comment sounds a bit like bug 299378,
in other words, it is possible that your video driver isn't configured to use
hardware sprites for the mouse cursor.

It could be a kernel error also, because when X11 is restarted, the relevant
device files for the input devices are re-opened by X11.
I suggest to report this bug to the bug tracker of your distribution, since
developers there have a broader overview of components involved with the mouse.
In case it has been confirmed to be a problem in KDE, please add a comment, or
reopen this bug.
