I can confirm this bug
Version: 4.8 (using KDE 4.8.0) 
Distribution: Kubuntu 12.04 beta1 64bits (also happen on Ubuntu 11.10).

Desktop icons isn't showed, if you mount /home trough NFS. 
To Reproduce: Mount /home trough NFS4 share and login.
