This affects me too with Kubuntu 12.04 beta 1 and all latest updates as of
2012.03.12. Unclutter is indeed installed. Killing it solves the issue. 

The next task is to find out how to change the options so its behavior is
suitable. In the mean time I have just removed package unclutter.
