archlinux kde 4.8.00
same thing in previouse version to

you no longer can change keyboard layout to latvian(lv). it stays US no mater
what you do. tried thought systemsetings and taskbar widget.

setxkbmap lv -variant apostrophe works in cli to change layout

Reproducible: Always

Steps to Reproduce:
add lv apostrophe keyboard layout.
try to switch to it

Actual Results:  
keyboard layout isn't changed

Expected Results:  
keyboard layout to change
