Though the bluetooth adapters are fixed, it shows bluetooth adapters are not
found

Reproducible: Always

Steps to Reproduce:
fix the bluetooth dongle and open "system settings" and click "bluetooth", 
Actual Results:  
it shows "no bluetooth adapters have been found"
