i upgraded to kde 4.9 and lost the option of configuring touchpad from system
settings or any other way (synaptiks).

installed kde-config-touchpad manually and everything works just fine

Reproducible: Didn't try

Steps to Reproduce:
1. downgrade to 4.8.x , make sure synaptiks is available
2. upgrade to 4.9.
3. look for synaptiks or kde-config-touchpad
Actual Results:  
kde-config-touchpad was removed during upgrade (for no reason)
