What's really weird is that it only seems to happen for certain shortcuts for
me. Even though it was global shortcuts that were delayed last time for me, the
most recent time this happened, it was application specific shortcuts that were
delayed; some shortcuts that control a program will get delayed, but in the
meantime, volume control will still work while waiting for the other shortcuts
to go through.
