keyboard shortcuts in Russian layout to go to the menu bar does not work, (Alt
+ first letter of a menu item). in non-localized applications, the transition
to the menu bar works fine.

Reproducible: Always

Steps to Reproduce:
in an application localized into Russian press Alt + first (underlined) letter
of the menu item. transition does not occur.

Actual Results:  
nothing

Expected Results:  
transition to the menu bar
