For the case when klipper is not running: 

I think it is the expected behavior that the clipboard becomes empty after the
application holding the clipboard exits. That feels annoying, but that is just
the way how X11 clipboard works, AFAIK.

For the case when klipper is running: 

Did you enable the "prevent empty clipboard" option in klipper? If already
enabled, That sounds like a bug of klipper. If that problem still happens in
recent version of KDE, please open another report against klipper.
