Hello,

It can already be done in command line, but it is a lot of pain.

You have to hack $HOME/.kde/share/config/kioslaverc file and change ProxyType
and httpProxy vars, then send this dbus call : /KIO/Scheduler
org.kde.KIO.Scheduler.reparseSlaveConfiguration

It could be easier.
