Looking for an option "Drag windows from all empty areas" I've eventually found
that the window content of oxygen-settings window slightly differs from one in
systemsettings (it lives somewhere in Application Appearance - Widget Style -
Configure...). In my case the option exists in oxygen-settings and doesn't
exist in systemsettings.
