Whether the scrollbar has arrows or not depends on the configured style.

If you are using the Oxygen style, run "oxygen-settings" and change the arrows
on the "Widget Style/Scrollbars" page. If the option is not there, it will be
present in KDE SC 4.7, because it might be a new feature added after KDE SC
4.6.
