I hope this is the right place since there seem to be many handling monitors.

In kded's "services only started on demand" section I see a service to manage
graphics card and monitors. It is stopped.

It stays stopped if I plug-in an external monitor. Or turn on a plugged-in
external monitor.

It does not notify me about the change and whether I want to change the display
settings.

If I go to systemsettings > display I do see that a second monitor is
connected, so there should have been a notification.

Reproducible: Always

Steps to Reproduce:
plug-in external monitor

Actual Results:  
no notification

Expected Results:  
notification and possibility to configure the display
