A lot of shortcuts only work on English keyboards and some more, e.g. Meta+=.
Hence localisation should also include the shortcuts and thus increase KDE's
accessibility.

This would not cause any confusion or harm consistency since only those
shortcuts which are not accessible would be "translated" and without that they
would not work anyway.
