I have found a way how to make the text readable again (of course without
restarting Ubuntu). I'm translating names 
1. Goto to System Settings
2. Choose Font Installer (in section System Administration)
3. On the list choose DejaVu Sans Mono (it's used by default in KDE menus)
4. Click "Add..." button.
It seems that in this moment fonts are refreshed and they look normal again :)
I couldn't work out, which font is used in window bar, but clicking on the
first font, holding Down arrow until all fonts are displayed in the preview and
then clicking "Add..." works :) If you don't see any effect, try draggin mouse
over those broken letters. They should be refreshed finally.
