Even when the system is idle, pressing a keyboard hotkey that is a shortcut is
sometimes delayed by up to 10/20 seconds.

Reproducible: Sometimes

Steps to Reproduce:
It is not 100% reproducible, but tends to happen if no shortcut keys have been
pressed for a while.
