Either 
- you're running them in fullscreen mode (either by application setting
(unlikely) or WM rule), or 
- it explicitly sets a "no deco please" hint (just post the _MOTIF_WM_HINTS
line, no human bein can read that encoding ;-) or 
- the WM has a bug.
