I've used the SMB kio-slave in Dolphin and Konqueror over an OpenVPN link for
some time now (since KDE 4 basically). The only problem I have is the fact that
the WINS server is not allowing VPN users to use it. 

As a result I always use IPs in the 'smb://hostname' string which allows me to
copy files over the OpenVPN using Dolphin.

If using IPs does not help, you probably have some problem in your KDE
installation or with the tunnel itself.

On a side note: routing problems can prevent contact to remote hosts, try
pinging them first. And Windows (and others ofcourse) can be configured to
refuse file sharing with systems outside the local network scope. Check your
OpenVPN IP with the remote network setup and make sure you are not being
blocked.
