The semantic of ctrl-tab has always been showing a list of available windows so
the user can walk this list by repeating tab presses until it releases the ctrl
key in order to change the current displayed window to the one pointed in the
list.

The problem is that it isn't anymore waited for the user to release the ctrl
key when the window is replaced by a different one.

(Sorry for my poor English. I hope I have been able to explain the problem).

Reproducible: Sometimes

Steps to Reproduce:
press ctrl and while it is pressed push tab.

Actual Results:  
the first listed window is displayed even if ctrl isn't yet released.

Expected Results:  
it should only display a list of windows without exchanging the current one
with the next
