in KDE 4.6beta1
as it's now possible run KDE _without hal_ I uninstalled it, but
suspend/hibernate feature is afterwards not available in powerdevil. 
pm-suspend , pm-hibernate still work
with hal running, susp/hibernate were offered.

Reproducible: Always

Steps to Reproduce:
run kde4.6beta1 without hal and try to suspend/hibernate via powerdevil/system
shutdown menu. 

Actual Results:  
not offered
