If you minimize the active window with C-F4, then try to reopen with Alt-Tab,
it doesn't work.  However, if you minimize with the window button, Alt-Tab
works fine.

Reproducible: Always

Steps to Reproduce:
Try both minimize steps, then reopen with Alt-Tab.
