When opening multiple programs the Taskbar windows run-off or disappear behind
system tray.

Reproducible: Always

Steps to Reproduce:
Opening more than four programs.

Actual Results:  
Programs in taskbar disappear.

Expected Results:  
Taskbar windows should remain allotted space.
