i searched a little, finaly is the default behavour of the linux keyboard. Here
in the forum of ubuntu it has a guide to enable the numbers with the capslock

i finally can found the desired behavour in kde, by enabling the "capslock
toggles shift so all keys are affected" and after i check the "capslock acts as
shift with locking. Shift "pauses" CapsLock"
ouf!
(my wife wants absolutely this "windows" behavour, for her laptop)
* the only problem is that with this change we dont have the é,è,ç on uppercase
