When I switch to Java application, it keeps the keyboard layout of the window
that was active before.

When I switch from Java application to any other window, the active window
keeps the keyboard layout of the Java application.

Keyboard layout switching policy is a window.

Reproducible: Always

Steps to Reproduce:
Start any Java application and watch how keyboard layout switching policy works
if it switched and active window changed.
