If I check 'Use system bell instead of system notification' I do not hear the
system bell whenever KDE tries a notification, instead I hear whatever
notification has been assigned to the event.  

Reproducible: Always

Steps to Reproduce:
In System Notifications.  Set Event source to Konsole.  For Bell in Visible
Session have it set to Play a sound (e.g.
/usr/share/sounds/KDE-Sys-App-Message.ogg).  In System Bell check Use system
bell instead of system notification.  Make sure you apply all changes.  Open a
Konsole window.  Type Ctrl+G.

Actual Results:  
I hear  /usr/share/sounds/KDE-Sys-App-Message.ogg

Expected Results:  
I hear the system (X) bell through my PC Speaker.
