So, you have the file "/usr/share/kde4/services/kcmnotify.desktop" in your
system, but the the entry doesn't appear on System Settings ? That seems
weird..

- Could you also post here the first lines of the
"/usr/share/kde4/services/kcmnotify.desktop" file ?
