Good but reinstalling shouldn't be the fix... What would make it misconfigure
according to you... Note that kde-minimal is the first package i install

This kind of problems usually appears after installation issues...
The entries inside SystemSettings are created from .desktop files in the
filesystem.

Try reinstalling the kdebase* packages.
