I'd like to have an option to set emacs key-bindings for basic editing and
navigation on the command line and page.

Examples are Ctrl-a, Ctrl-b, Ctrl-e, Ctrl-f, Ctrl-p for beginning of line, back
one character, end of line, forward one character, previous line, etc.

I'd like this in all relevant KDE applications, and even all running
applications if possible.

Something similar was available in KDE-3.5.
