If you use the wall program to write a message, you will be notified that there
is a broadcast message, but the notification will not display the message, if
you use "shutdown -k now 'message'", the message is displayed.  I'm pretty sure
that in the past you would get the message text from wall (although, in the
past I may have just used shutdown or shutdown -k).  If this is not a bug,
please change it to a feature request, thank you.
