Do you use the desktop effects? (hard to say from the video)

-> In case:
     Does the speed improve if you set "Keep Window thumbnails" to "always"?
(This will prevent windows from being really un/minimized)

In general this appears to be a problem on mapping (i.e. unminimizing) and
could either be a bug or misconfiguration in the video driver or something
using you cpu, so:

- please provide additional info on your hardware
- monitor the cpu usage (some plasmoid, ksysguard, conky, top in doubt) and see
if and what takes much/most cpu resources
