AFAIK this is Style-dependant. 
And Oxygen at KDE4.3 already includes an option to set the scrollbars width.
(implemented in rev: http://websvn.kde.org/?view=rev&revision=937603 )

Marking as FIXED as this is implemented for the Official KDE widget style.
KDE can't change this for the other styles.
