I went changed it accordingly to XRender as you have mentioned,removed
OffscreenPixMaps line in xorg.conf, rebooted and checked and I have the same
problem.

My fgl_glxgears output when XRender is enabled :

Using GLX_SGIX_pbuffer
11297 frames in 5.0 seconds = 2259.400 FPS
12657 frames in 5.0 seconds = 2531.400 FPS

Not sure that would help as it uses gl anyways.
