How to Reproduce:
1. Go to: System Settings -> Desktop -> Desktop Effects -> All Effects
2. Activate "Wobbly Windows"
3. Set minimum "Wobbliness" and press "OK" and then "Apply"
4. Set maximum "Wobbliness" and press "OK"

Now, it would be logical that the user has to press "Apply" in order to submit
these changes - but they are submitted automatically when user pressed "Ok" and
"Apply" button stays inactive.
