I am by no means an expert in this area, but I would expect monitoring user
input in the way you suggested would be slow, would work well for only a subset
of users, and would introduce security problems.  An option to disable caps
lock (without monitoring anything, just a checkbox in systemsettings) would be
possible I guess, but I think that should be handled at the distribution level.

Did you find a way to disable caps lock from within a KDE tool, or a
distribution tool?
