a summary for those skimming the BR:
alt-tab and similar shortcuts trigger the bug, doing anything that makes kwin
re-grab the keyboard (like alt+click in a window) will unbreak it.
if that's not the behaviour you're seeing, you've probably found a different
bug and should open a separate report.

maybe we should make a new report for this bug, actually, with a summary, and
close this one as a duplicate. the page is so long now that some people are
just repeating what others have said without knowing it...
