Okular could provide the usual PDF drag to scroll even when the text selection
mode is activated, by offering a keyboard/mouse combination for that.

My suggestion is Ctrl+Alt+LMB, as this does not interact with any of the
existing shortcuts (either from Okular of Kwin), and it is also the combination
that Opera got users used to.

It would be nice to have this KDE wide, but I guess much harder that for
Okular, which already contains drag to scroll functionality.
