In Kubuntu with KDE 4.1, there used to be an entry in the drop-down list in the
Global Keyboard Shortcuts section for PowerDevil, where different settings
could be changed through shortcuts (like brightness, change of mode, enter
suspend, etc).

Now there is not anymore that entry, so power actions cannot be assigned to
shortcuts. This happens also in Debian, with a plain 4.2.0 version of KDE, so I
assume it extrapolates to any other GNU/LInux distribution using KDE 4.2.0
without their own patches.
