Sorry, looks like this is a non-KDE app related issue. If any non-KDE app is on
the external monitor, it flickers. However, if only KDE apps are on the
external monitor, there is no flicker.

Hope this helps to narrow down the cause.

In any case, a way to turn off "KDED-module for screen management" should help
as a workaround.
