Additional detail: if I set up a screen after logging in (i.e. running "screen"
from a terminal emulator started from the session) and detach it, I can recover
later from this "keyboard stops working" problem by grabbing the text console
(pressing Alt-F1 for instance), reattaching to the screen (which still has X
session information in its environment), and running:

$ killall kwin
$ kwin &

Returning to the graphical session (Alt-F7) presents a now-working environment
with a working keyboard.

It's necessary to go to the trouble of wrapping all this inside screen because
if you try to start kwin from a regular console session, there isn't any useful
X11 or KDE environment variables set up and kwin doesn't always figure out what
to do.

Because this restores keyboard functionality, I suspect it's a problem with
kwin (or with some related component).
