I just want to make sure that you really experience the problem which is
described in this bug - from reading your previous comments I was not
completely sure about that, as your experience sounds a little bit different
from others (e.g. Ctrl-Alt-Fx not working, too and keys working with delay).
Are you sure you are not experiencing the "slow keys" problem as described here

It sounds like you've invoked the "slow keys" "accessibility" option. The
pop-up window is displayed when you hold a (non-repeating) key down for "too
long," and asks you if you want to use "slow keys." E.g., holding down the
shift key for a ten seconds without typing anything.
If you're using KDE, bring up the "Control Center," got to the "Regional &
Accessibility" section, then look in the "Accessibility" subsection to change
it.
If you're using GNOME, look under System -> Preferences -> Accessibility ->
Keyboard to change the setting.
