I have recently encountered this bug as well.  Discussion here:

A workaround suggested by Ben Cooksley, to edit the user-dirs.dirs file outside
of KDE, worked for me.  At KDM, before login, ctr+alt+f1 to switch to a
cmd-line, login, pico user-dirs.dirs and edit your path.  After a few restarts
and logins the path changes seem to be sticking for me.
