Mh, you said it was a brand-new install so I guess your user account is clean.
If not, you can try with a new test account (clean).

If you have reported this on Kubuntu you can post the bug report link here so
they are related.

Sometimes if the bug is reported at KDE but it is a distribution bug we point
the reporter to the distribution bug tracker to manually report. 
If the bug is reported at the distribution tracker but it's a KDE bug, some
distribution developers can report it on the KDE bugtracker.
(We are always busy here to report to the distribution tracker)

Have you tried to update your KDE packages? The fix may be included in a new
package version.
