Text alongside icons option does not work.

1.systemsettings->appearence->style->fine tuning tab
change the option: Test position of toolbar elements from 'Text under icons' to
'text alongside icons'
2. click apply and try running dolphin, the 'text is still under icons' even
though it was changed to 'text alongside icons' in systemsettings
