I have made a draft of new cleaned layout of systemsettings. In the attached
file there is a scheme of current state, new layout and description and
justification of changes. I have been working on it for three hours so look at
this and discuss. I'm waiting for your opinions. 

If you have some other changes to the new layout simply edit the file. In the
bottom of the document write: "your name <email address>:" and list the changes
you made in points in bottom of the document. At last attach new version of the
draft.

In my opinion it's the best way to improve systemsettings.
