In kdebindings 4.1.1, PyKDE4 crashes with the following code: 

#!/usr/bin/python
# -*- coding: utf-8 -*-

from PyKDE4.kdecore import KGlobal

KGlobal.charsets().codecForName("")

An exception or fallback to ISO-8859-9 may be a better behaviour.
