I think there's definitely a bug in GNOME here. However, whether there's a bug
in KDE depends on how it handles adding autostart entries.

When you add an autostart entry in KDE, does it place it in ~/.config/autostart
or ~/.kde/Autostart ?

If it places it in ~/.config/autostart (and doesn't set a OnlyShowIn=KDE or
something) and this is not configurable, I'd say that's a bug. If it's
configurable, or if it places it in ~/.kde/Autostart by default, or it places
it in .config but sets OnlyShowIn=KDE, I'd say KDE is behaving correctly and
there's no bug.

I am going to see if there's a bug filed with GNOME yet.
