There are several sections in Systemsettings that are sized wrong, resulting in
unneeded scrollbars. I'm not talking about sections that have so much content
that they have scrollbars (although those should be redesigned as well). I'm
talking about sections that have scrollbars that disappear after making the
window bigger by a tiny amount.

For example (all examples from OpenSUSE 11.0, running at 1024x768):

Systemsettings itself has a vertical scrollbar in the "General"-section that
scrolls few dozen pixels

Apprearance>Icons has a horizontal scrollbar that scrolls just few pixels

Appearance>Windows has a vertical scrollbar that scrolls by just few pixels

Regional & Language>Keyboard Layout has both horizontal and vertical scrollbars
that scroll for few dozen pixels

Regional & Language>Spellchecker has a vertical and horizontal scrollbar that
scrolls few dozen pixels

Date & Time has a vertical scrollbar that scrolls just few pixels

Display>Size & Orientation has both vertical and horizontal scrollbars that
scroll for a dozen or so pixels

Joystick has a vertical scrollbar that scrolls for few dozen or so pixels

Not about scrollbars, but still related: In Input Actions the "actions"-list
needs to be manually resized, if the user wants to read what the actions listed
there actually are

Nepomuk-section has a lot of wasted space, resulting in a vertical scrollbar
that can be used to scroll the window even though there is nothing to show in
the window, except empty content.

In addition to these, it seems that most sections in systemsettings seem to
have a scrollbar. The ones I listed have more or less pointless scrollbars.
