Using the keyboard shortcuts configuration dialogue for "kwin" I configured
shortcuts
"Switch one Desktop to the Right" -> Ctrl+Alt+Right
"Switch one Desktop to the Left" -> Ctrl+Alt+Left

This works fine then.

After logging out and restarting KDE the Combinations do not work anymore.
However, opening the Configuration again shows that they are still configured. 

Reassigning them by choosing "None" first and then assigning the Shortcut again
solves the problem.
