I stumbled upon this while writing a script which looked at kdeglobals to determine the user's current icon theme.  With kde3, even a fresh install has all the information in the kdeglobals variable from the start. 

With the kde snapshot mentioned above, the kdeglobals file only contained this:
"[$Version]
update_info=kaccel.upd:kde3.3/r1"

The file is only updated with all of the useful information after one makes changes in the systemsettings.  For example, I changed the icon theme and then the kdeglobals file was written with all the information needed.
